UP Scholarship 2025–26: Only Parent or Guardian Income Certificate to Be Valid, Students’ Certificates May Lead to Rejection

The Uttar Pradesh Social Welfare Department has introduced a major procedural change in the distribution of scholarship and fee reimbursement under the Post Matric Scholarship Scheme for the academic session 2025–26. The department has clarified that only the income certificate of the father or legal guardian will be considered valid, and applications submitted using the student’s own income certificate may face cancellation.

This change has raised concerns among students, especially those who had earlier applied using their personal income certificates.

Students Earlier Used Their Own Income Certificates

According to departmental sources, in previous years, several students were found using their own income certificates instead of those issued in the name of their father or guardian. Such practices were noticed in districts including Varanasi and Mathura, where applications were submitted with income certificates issued in the name of the applicant student.

Under the revised system, this practice will no longer be allowed, and parent or guardian income proof has been made mandatory.

Difficulty in Editing Certificates, Department Intervenes

With the introduction of the new rule, students who had already completed One Time Registration (OTR) using their own income certificates began facing technical issues while attempting to replace them with their father or guardian’s certificates.

Following complaints from multiple districts, the Social Welfare Department has now directed departmental officers to provide an “edit option” for correcting income certificate details. This will allow affected students to update their applications and avoid rejection.

Deputy Director and Scheme Officer Anand Kumar Singh confirmed that instructions have been issued to officials to facilitate corrections in such cases.

Income Eligibility Criteria for Scholarships

As per the scholarship rules:

  • Pre-Matric Scholarship:
    Family annual income must be below ₹2.5 lakh

  • Post Matric Scholarship:

    • Scheduled Caste students: Family income up to ₹2.5 lakh per year
    • Other categories: Family income up to ₹2.5 lakh per year

Applicants are required to submit a valid income certificate of the father or guardian along with their application to establish eligibility.

New OTR System Mandates Guardian’s Income Proof

Under the revised arrangement, the department has linked the scholarship process with One Time Registration, making it compulsory to upload guardian-based income details. However, many students who had already completed registration using their own certificates were unable to modify the records, leading to widespread concern.

The newly introduced edit facility is expected to resolve this issue and prevent unnecessary rejection of eligible applications.

Questions Raised Over Past Scholarship Distribution

The development has also raised serious questions regarding past scholarship distributions that were allegedly processed based on students’ own income certificates. As of now, no inquiry or verification drive has been ordered to examine how scholarships were granted earlier under such circumstances.

The department has not yet clarified whether retrospective scrutiny will be conducted.

Official Response From Social Welfare Directorate

Director of Social Welfare, Kumar Prashant, stated that information regarding scholarship distribution based on students’ own income certificates will be examined and clarified at the departmental level. However, no formal investigation has been announced so far.

Students are advised to:

  • Ensure that only father or guardian income certificates are uploaded
  • Use the edit option if previously incorrect certificates were submitted
  • Regularly monitor updates on the official scholarship portal
  • Contact district social welfare offices in case of technical issues

The latest clarification by the UP Social Welfare Department aims to bring uniformity and transparency to the scholarship process. While the move strengthens verification mechanisms, students must act promptly to correct their applications to avoid rejection. The coming weeks will be crucial in determining how smoothly the revised system is implemented across districts.
